Q. Is the ELD mandate not being enforced until April 1, 2018?
A. The ELD mandate came into effect on December 18, 2017. All non-exempt vehicles are now required to have a registered ELD installed in order to be compliant (or an automatic on-board recording device (AOBRD) if they qualify for the AOBRD grandfather clause). If you’re pulled over today and do not have a compliant ELD installed, you risk being fined and written up for a violation. As of April 1, 2018, you also risk being taken out-of-service (OOS) and forced off the road until you do get an ELD. April 1, 2018 is what is considered the hard-enforcement date.
Q: How do I know if I need an ELD?
A. If you qualify for an exemption, you don’t need to have an ELD installed in your vehicle. However, you still need to create logs (if you’re currently required to do so) with an electronic logbook, paper, or an AOBRD. There is an ongoing debate about who should qualify for exemptions and we’ll keep you up to date on the BigRoad Blog as details emerge. We wrote a blog post recently, What’s Going On With ELD Exemptions, that talks about some of the organizations that are currently fighting to be exempt from the ELD mandate.
Q: Used alone, os the BigRoad Mobile App an ELD?
A. No! If you’re only using the BigRoad Mobile App, you are not compliant with the ELD mandate. The BigRoad Mobile App is an electronic logbook, not an ELD. Although an electronic logbook, or eLog, makes it easy to record your hours-of-service, it is not an engine connected device. An ELD must be engine-connected in order to be compliant.
